Features and benefits

Our Best in Class Complex Commercial SATCOM Solutions, known as CS3, provides secure, reliable, and customizable satellite communication services:

  • Satellite transport – Provides bandwidth for fixed or mobile communications.
  • Fixed or mobile satellite service-enabling components – Includes terminals, handsets, and tail circuits.
  • Customized engineering services – Helps integrate, operate, and maintain your satellite solution.

Benefits of CS3 include:

  • Streamlined procurement – A firm-fixed price model allows agencies to buy services quickly, reducing procurement delays.
  • Competitive sourcing – Ensures fair opportunity for contractors under FAR regulations, promoting cost-effective solutions through a competitive procurement process.
  • Security and compliance – Incorporates security and information assurance measures to protect critical data.
  • Supports small business goals – Allows small business set-asides at the task order level so agencies can maximize small business participation.

Use cases

Federal agencies can use CS3 to build large, complex, custom satellite solutions and support critical operations, including:

  • Broadcast satellite services – Gather and distribute voice, video, or data to multiple locations.
  • Emergency and continuity operations – Set up backup communications during disasters or outages.
  • Direct customer operations – Establish dedicated satellite networks for specific agency needs.
  • Fleet and asset tracking – Monitor real-time location and status of vehicles and equipment.
  • Interactive services – Connect multiple locations in a real-time, two-way network.
  • Steady state operations – Provide long-term, customized satellite solutions for ongoing missions.

For commercial satellite services, including subscription-based options and transponded capacity, check out our Commercial Satellite Communications Solutions on the Multiple Award Schedule. If you are a Department of Defense customer, buy SATCOM services through DISA/DITCO.

Standalone Satellite Professional Support Services must be awarded to small businesses, so large businesses must submit small business subcontracting plans as part of their proposals.

  • Task orders must be issued by October 15, 2027 to remain valid.
  • All task orders must end by October 15, 2032. The FAR 52.217-8 Clause (Option to Extend Services) cannot be used to extend work past this date.
  • Options must be included at the time of issuance.

Buy through CS3

To place an order through CS3, warranted federal contracting officers must obtain a delegation of procurement authority. When using any interagency contract, your agency’s internal ordering process and policies take precedence.

  1. Review CS3 guidance – The CS3 Ordering Guide [PDF - 1 MB] and Delegation of Procurement Authority Memorandum of Agreement [DOCX - 60 KB] cover roles and responsibilities.
  2. Complete the DPA request form – We will review your request and you will receive delegation confirmation within about two business days. Once approved, you can issue task orders.
  3. Develop your requirements – Need help defining your agency’s SATCOM needs? Contact us.
  4. Prepare a Statement of Work or Objectives – We can also review your SOW or SOO to ensure it is within the scope of CS3.
  5. Issue your solicitation – Post your request on eBuy and ensure compliance with FAR 16.505.
  6. Evaluate and award – Assess proposals, award the contract, and manage the task order.

Need more support? We can order and manage the task order for you through our Assisted Acquisition Services.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
