GSA to Accelerate Cost Savings for Government in Partnership with Oracle
WASHINGTON – Today, the U.S. General Services Administration (GSA) announced a significant OneGov agreement with Oracle. The comprehensive deal offers government agencies a 75% discount on Oracle’s License-based technology, substantial base discounts and access to advanced data management technology including Oracle Database 23ai running on Oracle Cloud Infrastructure (OCI) through November 2025.
The agreement eliminates data egress fees and provides pricing parity with commercial offerings. Agencies can also now access white-glove migration services and support credits, enabling seamless digital modernization.

This current agreement will provide federal agencies:
- A 75% discount on Oracle’s license-based Oracle Technology Programs, including database, integration, security, and analytics.
- Substantial base discounts on Oracle Cloud Infrastructure (OCI) services for government customers.
- No data egress fees for moving existing workloads from Oracle Government Clouds to another cloud service provider’s FedRAMP Moderate, High or DOD IL 4, 5 Cloud.
- Pricing parity with commercial offerings, with no additional security or government uplifts ever charged in the Oracle cloud.
- Provide access to white-glove migration services for modernizing workloads across legacy Oracle services to OCI.
- A discount of $0.33 for every $1 used on eligible Oracle Cloud to cover Oracle technology and technical support (even down to zero).
The OneGov agreement establishes pricing based on the volume of the entire government rather than the lower discounts previously available through separate agreements on an agency-by-agency or transactional basis. This common-sense pricing model reflects GSA’s growing role as a central hub for government procurement, leveraging the full purchasing power to negotiate cost savings, reduce redundancy, and streamline IT acquisition.
As part of the agreement, GSA and Oracle will work together to help federal agencies migrate from Oracle on-premises products and third-party cloud applications and databases to Oracle Cloud, saving significant costs for the taxpayer. The agreement includes Oracle Database 23ai, which assists government agencies in their efforts to standardize and accelerate application development and run mission-critical workloads with AI. Oracle Cloud and Database 23ai is available across the full spectrum of US security levels with FedRAMP High, DISA IL5, IL6 Secret, and Top-Secret cloud authorizations.
