GSA Partners with Uber for Business for Rideshare Blanket Purchase Agreement

The exclusive partnership empowers federal agencies to reduce travel costs by utilizing a Blanket Purchase Agreement (BPA) with Uber for ridesharing services

WASHINGTON — Today, the U.S. General Services Administration (GSA) announced the award of a rideshare blanket purchase agreement (BPA) to Uber. The agreement—part of GSA’s OneGov strategy—offers compelling pricing to the federal government and helps further modernize government travel, improve efficiencies, and support U.S. federal government operations globally. Federal employees, military personnel, and federal contractors supporting mission-related activities in both domestic and international cities around the world all stand to benefit.

“GSA’s agreement with Uber exemplifies our commitment to provide efficient and cost-effective solutions to our agency partners, especially as we welcome employees back to the office,” said GSA Acting Administrator Stephen Ehikian. “This partnership significantly enhances the overall employee experience by offering convenient and reliable transportation options, aligning with our broader efforts to modernize the federal workplace and experience.”

“We value Uber’s collaborative approach in working with GSA to create a bespoke agreement with attractive pricing that meets the broad needs of the federal government,” said GSA Federal Acquisition Service Commissioner Josh Gruenbaum. “This is an exciting first step, with more to come, to deliver compelling rideshare options for the federal workforce. GSA is streamlining common services, reducing duplication, and helping agencies focus on their core missions.”

“Uber for Business brings the best of Uber’s innovations to the world’s largest and most important organizations,” said Uber CEO Dara Khosrowshahi. “We’re proud to be able to help simplify operations and reduce inefficiencies with our leading global technology platform.”

“Our renewed partnership with the GSA will help government agencies simplify their travel and transportation needs,” said Uber President and Chief Operating Officer Andrew Macdonald. “We’re paving the way for a future where integrated mobility, meal delivery, and fleet management can help transform the full range of government services.”

Originally awarded in 2020, the BPA was recompeted for five years, and expanded to include new features to help further modernize government travel, improve efficiencies, and support U.S. federal government operations globally.

New enhancements to the program include:

Expanded access for government contractors: Government contractors, with approval from contracting officers, can now access the same benefits as federal employees—helping to streamline processes and reduce costs for the government.

International availability: U.S. government employees and contractors can now use Uber for Business everywhere Uber operates—more than 15,000 cities and 70 countries. Uber for Business provides access to a consistent and reliable transportation solution for U.S. federal employees wherever they are, including at embassies and consulates. This also helps strengthen operational agility, streamline administration efforts, and reduce waste and duplication.

Business profiles: All federal employees and government contractors will now use an Uber for Business profile for all rideshare activities. The use of business profiles provides the government with enhanced visibility into all business activities on Uber, enabling greater compliance and more control over work-related expenditures.

Mission-support use cases: Federal agencies will now be able to leverage Uber for Business’ platform for mission-support transportation needs, such as natural disaster relief efforts.

High-capacity vehicles: Federal agencies will now also have the option to access high-capacity vehicles through Uber’s platform, which can accommodate larger groups for fixed office routes, off-site parking, trainings, and more. Uber for Business is empowering the GSA to modernize federal fleets, creating a scalable, efficient solution that reduces the cost and complexity of fleet management.

This award aligns with GSA’s OneGov strategy by leveraging the government’s buying power to have a centralized procurement that offers discounted rates and provides access to enterprise/commercial solutions designed to assist federal agencies. The initiative supports President Trump’s April 2025 Executive Order on ensuring commercial, cost-effective solutions in federal contracts.

GSA’s government-wide rideshare solution provides federal agencies and their contractors with convenient transportation options across the globe in more than 15,000 cities and 70 countries. The government uses rideshare for mission related travel, veterans’ healthcare rides, emergency response, victim and witness transportation, and more.
